If you don't have an ISP with the web space or services you want, you have a couple of options. You can rent space for a small page within someone else's domain (Clarity Consulting provides this service). You can get a free webpage at Geocities, XOOM, and other sites. Or you can get a paid account at an ISP that does web hosting.
One good ISP for web hosting is the one I use myself, best.com. You can get full accounts with dialup access in the San Francisco Bay Area and Los Angeles for $30/month. Or accounts without dialup access for $24.95/month. Best.com is in the process of merging with verio.com so their services and prices may change in 1999. I will help you acquire and setup your best.com account at no additional cost.
If you decide to go ahead with a domain name, you will need to have an ISP that provides virtual domain hosting. Not all do and some charge extra for it (if you choose best.com, it's free with the account after a one-time $30 setup fee). You will also have to pay a yearly fee to the agency holding the domains. If your domain name ends in .com, .net, or .org, you will pay Internic an upfront payment of $70 for the first two years, and $35/year thereafter. Most ISP's that offer virtual domain hosting will take care of everything for you (for a setup fee) except for the Internic payments which are billed separately.
There are programs that will take your text and turn it into HTML without your ever having to see the code. These programs can be very useful but I recommend you try to learn the code yourself, at least well enough to be able to fix errors and make small changes yourself.
The best resource I've found for newcomers is: A Beginner's Guide to HTML -- An excellent way to get started writing your own homepage. In 30 minutes, you'll know the basics of HTML. I have also written a "cheat sheet" for the most basic elements of HTML: Cyndi's Guide to How to Write HTML in One Easy Lesson. When you become more accomplished, check out: Composing Good HTML -- Avoiding basic mistakes and improving formatting style.
If you don't know where to start even after reading the above or any of the various books about HTML, you may want to hire someone to create your first page for you. Seeing a template for your site can be very helpful in getting you started. Of course, you can also hire someone to do the entire site and simply not worry about the technical end of things.
